For the purpose of this chapter, certain terms and words are defined as follows:
(a) "Carnival" means any amusement or amusements such as rides, games of chance, traveling or temporary displays of collectors items, unusual items or unusual persons and traveling or temporary short order food operations.
(b) "Circus" means any amusement or amusements such as rides, games of chance, traveling or temporary displays of collectors items, unusual items or unusual persons, traveling or temporary short order food operations and inside or outside displays of acrobatic, trapeze, riding or animal training artists.
(c) "Employer, picnic" means an outing sponsored by an employer for his or its employees which outing includes carnival and circus-type activities. Such picnic must be limited to the employees and families of the employees and must be for a period of time not to exceed twelve hours.
(d) "Fourth of July and Labor Day celebrations" means any carnival or circus activities conducted by the Municipality or any nonprofit civic or service organization within the City which is held solely during the Fourth of July holiday or the Labor Day holiday.
