Such taxicab shall be subject to inspection by the Director of Public Service and Safety, or the Police Department, at least once every ninety days. Such inspection shall cover lights, brakes, glass, doors, signal or warning horns, rear vision mirrors, and other vital parts necessary to the safe operation of such vehicle.
