Each person operating a business of carrying passengers for hire by means of a taxicab over irregular routes shall establish and maintain a place of business equipped with telephones for the receipt of calls, which place of business shall be conveniently located. Such places of business shall provide a waiting room for the accommodation of passengers, customers or patrons, and shall be equipped with toilet facilities.
Such waiting room shall be well lighted, kept clean, sanitary and well ventilated, and shall be clearly visible from the street. The waiting room shall be kept free of loiterers, drunkards and other objectionable persons.
In lieu of such place of business, each taxicab shall be equipped with a cellular mobile telephone for the receipt of calls.
