Every person applying for a taxicab driver's license shall furnish satisfactory proof to the Director of Public Service and Safety, or his agent, that such applicant is over eighteen years of age, that he is in good health, that his eyesight is good, and that he knows, understands and is acquainted with the traffic rules and regulations of both the City and State, and the geographical layout of the City.
