The purpose of this chapter is to protect the public health, property, convenience and safety of the inhabitants of the City by regulating the use of public streets of the City by vehicles using the streets and operating over irregular routes, for carrying passengers for hire, as defined, and by requiring compliance herewith of the owners and operators of all such vehicles.
