As used herein, the following terms shall have the meanings designated:
(a) "Vehicle" includes any device or contrivance used or intended to be used as a conveyance or means of transportation of passengers or freight, whether the same is on wheels or runners.
(b) "Driver", "operator" or "chauffeur" includes the rider or driver of a horse or other animal drawing any such vehicle, and the person driving or operating any other such vehicle.
(c) "Motor vehicle" means any vehicle propelled by a power unit driven by steam, gasoline, electricity, oil or other fuel.
(d) "For hire" includes transportation in consideration of payment of money, service or other valuable thing.
(e) "Taxi" or "taxicab" includes any vehicle used or intended to be used to transport or carry passengers for hire in the City.
(f) "Irregular route" means operation upon, over or through any public way, public highway or public place in or of the City; such operation shall not be limited to any specific streets, public ways, places or highways not governed by an authorized, specified or published route or time schedule.
