(A) In addition to the required license application fee provided for by § 152.017, a person holding a license under the provisions of this chapter shall pay to the City Clerk on or before January 1 of each year an annual license fee established by the City Council.
(B) Each such license fee shall be paid to the city by a separate certified check or U.S. money order in the amount of the license fee only and any license fee or any part thereof, once paid to and accepted by the city shall not be refunded.
