(A) No person shall make changes in any sanitary facilities, methods of water supply, sewer, drainage, garbage or waste disposal, and no change in the plat plan submitted to the city shall be made without first making a written application to the city and receiving a written permit therefrom. The application shall be made in the way and manner hereinbefore set forth; such change or changes shall comply with the safety and sanitary code, codes, rules and regulations as are applicable thereto.
(B) Such a permit shall not relieve the applicant from securing building permits or from complying with any other ordinances applicable thereto.
