Except as provided in the zoning ordinance of the city, it shall be unlawful for any property owner, tenant, lessee or administrator of any real estate in the city to rent, lease or to allow any mobile home that is to be used as a dwelling or living quarters to be parked on the land under his or her supervision, unless it is in a legal mobile home park licensed by the city and maintained in accordance with the provisions of this chapter.
