   Special meetings of the City Council may be called by the Mayor or three Aldermen if a written notice of the meeting is given to each member of the City Council at least 24 hours before the time set for the meeting. If all of the elected members of the City Council are present at any special meeting, then the requirement of written notice shall be unnecessary and shall be deemed waived.
