§ 52.008 ELECTRIC GROUND WIRES PROHIBITED.
   It shall be unlawful for any person to attach any electric ground wire to any plumbing or water piping which is or may be connected to any water service pipe, water meter or water main belonging to the city. The city shall hold the owner of the premises liable for any damage to property or injury to any employee of the city caused by the ground wire. All owners and consumers shall remove any existing ground wires immediately upon written notice from the city, and if the wires are not disconnected within five days of the notice, the city may enter the premises and remove the ground wires, and the consumer shall pay the costs thereof.
