No person, firm, corporation, or governmental body not exempted by state law shall commence any development activity in the floodplain, as defined, without first obtaining a floodplain development permit from the Building and Zoning Administrator. The Building and Zoning Administrator shall only issue a floodplain development permit for development activities, including new construction and substantial improvements, which meet the requirements of this chapter.
