New and redevelopment that is applicable to this chapter (per § 156.002) must comply with the NDPES regulations (the General NPDES Permit No. ILR40 and the Notice of Intent (NOI) for the particular site being developed). NPDES compliance is obtained by adhering to this chapter, completing the NPDES NOI permit application, and getting an ILR40 permit.
(A) According to the General NPDES Permit No. ILR40 and the NOI, the city will comply and implement activities as outlined in the sections for:
(1) Public education and outreach on stormwater impacts.
(2) Public involvement/participation.
(3) Illicit discharge detection and elimination.
(4) Construction site stormwater runoff control.
(5) Post-construction stormwater management in new development and redevelopment.
(6) Pollution prevention/good housekeeping.
(B) For all regulated activities described in § 156.002, pre- and post-construction erosion and sediment control measures and stormwater management BMPs shall be designed, implemented, operated, and maintained to meet the purposes and requirements of this chapter. Various BMPs and their design standards are listed in the “Illinois Urban Manual.”
