(A) Cost recovery for special events.
(1) For any special event requiring expenditure of public resources, the town shall charge for the actual cost of:
(a) A reasonable fee for town personnel involved in permit processing, event traffic control, fire safety, EMS support, crowd control, or any other event support; and
(b) Other non-personnel expenses.
(2) Cost recovery for events jointly sponsored by the town shall be mutually agreed upon and established through contract.
(3) The town shall require the payment of fees required pursuant to division (A)(1) above or a reasonable estimate thereof at the time the completed application is approved unless the town, for good cause, extends time for payment.
(4) (a) If the event organizer fails to comply with § 95.28(L), the event organizer will be billed for actual town costs for clean up and repair of the area or route occasioned by the event.
(b) If the event organizer failed to comply with a previously issued special event permit, the event organizer shall deposit adequate surety in the form of cash or letter of credit drawn on a local bank.

(B) Payment of flat fee for commercial special events.
(1) In addition to cost recovery to be determined by the town, an event organizer of a commercial special event using any portion of public property must pay the town any standard fees for such use as determined by the Town Council from time to time.
(2) An event organizer of a special event shall make payment for the flat fee no later than 30 calendar days prior the event.
