No owner, occupant or person in charge of any premises shall fail to place or cause to be placed in the containers described in Section 1060.07, any and all waste created or accumulated on his premises or the premises under his control, and no waste shall be deposited on any public or private property other than that from which the waste accumulated. All garbage shall be drained of any excess liquids and deposited in garbage containers. All broken glass and other sharp objects capable or likely to puncture garbage bags shall be securely wrapped in paper or otherwise cushioned from bag sides. All trash shall be placed in a container.
