1060.07 CONTAINERS REQUIRED.
   (a)   Generally. No person occupying premises for any purpose from which the creation or accumulation of waste results, shall fail to provide, or cause to be provided, a portable and disposable vessel or container for holding such waste, as described in this section. No person occupying premises shall fail to keep those premises free from offensive scattering or accumulating of wastes at all times.
   (b)   Commercial Garbage Containers. Commercial garbage containers shall be of a design and nature as to be compatible with City equipment and may be the property of the City. Such containers shall be equipped with lids or covers. Commercial users having wastes of insufficient volume or nature so as to require, in the judgment of the Service Director, standard commercial containers, may utilize containers such as authorized in this section for residential use.
   (c)   Residential Garbage Containers. All residential garbage containers shall be one or a combination of the following:
      (1)   A Number Two galvanized garbage can with handles and a tightly-fitting cover, the same to be in place at all times prior to collection (twenty-seven gallons maximum);
      (2)   A plastic (rigid) equivalent of the can described in subparagraph (c)(1) hereof;
      (3)   Mylar plastic bags with tops secured; or
      (4)   Heavy Kraft containers designed specifically for garbage disposal with tightly-rolled tops.
   No garbage container and its contents shall weigh in excess of sixty-five pounds. No garbage shall be placed for collection in cardboard or wooden boxes, in paper sacks, drums, baskets or any other container not specifically authorized in this section.
   (d)   Trash Containers. Trash containers shall be similar to garbage containers described in this section or may be baskets, crates, boxes or other containers of such size as may be easily handled by one man and of construction substantial enough to support the contents in handling. Residential trash containers shall be disposable and capable of being inserted and processed by a packer. No residential trash containers shall be returned to the premises excepting those described in subparagraphs (c)(1) and (c)(2) hereof.
   No residential trash container and its contents shall exceed seventy-five pounds in weight. Trash placed for collection in inclement weather shall be protected from the elements by waterproof disposable covering.

   (e)   Recycling Bins. Recyclable waste or other material shall be placed in a fourteen gallon container or other designated container provided by the designated waste hauler for the City.
