Where premises are served by a private water supply, the installation of suitable metering, acceptable to the City Manager, shall be required and charges shall be calculated in accordance with the schedule provided in Section 1040.40. Such meter shall be furnished by the City and the cost of such meter, as well as its installation and maintenance, shall be borne wholly by the owner.
