Should any article, section, division or provision of this chapter be decided by the courts to be unconstitutional or invalid, such decision shall not affect the validity of the chapter as a whole, or any part thereof, other than the part so decided to be unconstitutional or invalid. This chapter is enacted pursuant to § 6a of Article VII of the Constitution of the State, and all applicable provisions of the Illinois Municipal Code and any limitation in the Illinois Municipal Code in conflict with this chapter shall not apply to this chapter, pursuant to § 6a of Article VII of the Constitution of the State.
