§ 152.23 CONSTRUCTION PLANS, SPECIFICATIONS AND OTHER REQUIREMENTS.
   (A)   At the time of final plat submittal, five copies of construction plans and specifications for all public improvements, including, but not limited to, streets, sanitary sewers, water mains, drainage plans, sump pump drain lines, storm sewers, stormwater controls and erosion controls shall be submitted. The construction plans and specifications shall be prepared, signed and sealed by a registered state professional engineer. These plans and specifications shall conform to this chapter and design standards of the village and be reviewed and approved by the Village Engineer.
   (B)   An estimate of expenditure covering the cost of public improvements shall be prepared and submitted to the Plat Officer with the construction plans and specifications. The estimate of expenditure shall be prepared and signed by a registered state professional engineer. This estimate shall be verified by the Village Engineer for accuracy and adequacy.
   (C)   Drainage plans, including the calculations for stormwater control, shall be submitted as part of the construction plans and specifications. The drainage plan shall be recorded with the final plat. The drainage plan shall contain the following statement regarding drainage of surface waters signed by a registered professional engineer and the owner of the land or attorney duly authorized by the owner:
 
To the best of our knowledge and belief, the drainage of surface waters will not be changed by the construction of such subdivision or any part thereof, or that if such surface water drainage will be changed, reasonable provision has been made for the collection and diversion of such surface waters into public areas or drains which the subdivider has the right to use, and that such surface waters will be planned for in accordance with generally accepted engineering practices so as to reduce the likelihood of damage to the adjoining property because of the construction of the subdivision.
 
   (D)   In the case of commercial and industrial subdivisions and developments, the owner or developer shall first consult with the Plat Officer concerning its plan for screening and landscaping. A final plan shall be submitted to and approved by the village’s Planning Commission with the advice of the Village Engineer.
