§ 152.02 PURPOSE; APPLICATION AND JURISDICTION.
   (A)   The purpose of this chapter, which is part of the Comprehensive Plan of the village, is to ensure that the subdivision and development of land is accomplished in a timely manner, in conformance with all village and state regulations and standards, and in a manner which minimizes or eliminates adverse impacts and encourages and facilitates the orderly development of the village and its environs.
   (B)   The provisions of this chapter shall be applicable to all subdivisions and developments within the village and within a mile and one-half of the village’s corporate limits. It is the intent of this code to permit subdivision development within all zoning classifications, except agriculturally zoned property.
   (C)   The provisions of this chapter shall also apply to any other developments, whether a subdivision is required or not under the law, statutes, ordinances or regulations of the governing body or agency having jurisdiction or control, and regardless of whether the same is labeled a subdivision or not, it being the intent of the chapter to apply to all types of development, both within the village and to areas lying within a mile and one-half of the village’s corporate limits. This shall apply to all types of land subdivisions or developments which impact adjacent land, including, but not limited to, the dedication or construction of public or private streets, storm sewers, sanitary sewers, stormwater drainage facilities and similar types of improvements, whether a subdivision of land is required or not under the laws, statutes, ordinances or regulations of the governing bodies or agencies having jurisdiction.
