§ 99.20 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AGENT. A person, firm, corporation, association or organization that acts for, or in place of, another person or authority for an owner or his or her representative or employee. AGENT shall also mean any person, firm, corporation or organization that has the immediate responsibility for the maintenance of property, but does not own the property.
   MULTI-FAMILY DWELLING. A residence, other than a townhouse, designed for and/or occupied by two or more families, each living independently of each other in a separate dwelling unit.
   NUISANCE. Any condition or use of premises or of building exteriors which is detrimental to the property of others or which causes or tends to cause substantial diminution in the value of other property in the neighborhood in which such premises are located.
   OWNER. Any person who alone, jointly or severally with others:
      (1)   Has legal or equitable title to any premises, dwelling, dwelling unit or building (residential or non-residential) with or without accompanying actual possession thereof; or
      (2)   Has charge, care or control of any premises, dwelling, dwelling unit or business building as agent of the owner or as executor, administrator, trustee or guardian of the estate of the beneficial owner.
   PRIVATE PREMISES. Any dwelling, house, building or other structure designated or used either wholly or in part for private residential or commercial purposes, whether inhabited or temporarily or continuously uninhabited or vacant, and any yard, grounds, walk, driveway, porch, steps, vestibule or mailbox belonging or appurtenant to such dwelling, house, building or other structure.
   PUBLIC PLACE. Any and all streets, sidewalks, boulevards, alleys and other public ways and any and all public squares, spaces, grounds and buildings.
   TOWNHOUSE. A group or row of two or more attached single-family dwelling units extending from the basement to the roof, where each dwelling unit is under separate ownership.
   WEEDS. All grasses, annual plants and vegetation other than trees or shrubs which exceed a height or length of eight inches. However, the term WEEDS shall not include cultivated flowers and gardens.
