§ 30.03 VILLAGE PRESIDENT.
   (A)   Election and term of office. The Village President shall be elected for a term of four years, and shall be the President of the Board of Trustees, as is provided by state statute.
   (B)   Duties. The Village President shall be the chief executive officer of the village, and shall perform all such duties as may be required of him or her by state statute or ordinance. The President shall have supervision over all the executive officers of the village, and over all of the employees of the village. The President shall have the power and authority to inspect all books and records kept by any village officer or employees at any reasonable time.
   (C)   Designation of duties. Whenever there is a question as to the respective powers or duties of any appointed officer of the village, this shall be settled by the President, and the President shall have the power to delegate to any such officer any duty which is to be performed when no specific officer has been directed to perform the duty.
   (D)   Bond and oath. Before entering upon the duties of his or her office, the President shall give a bond with sureties to be approved by the Board of Trustees conditioned upon his or her faithful performance of his or her duties, in the sum of not less than $3,000. The President shall take the oath of office as prescribed by § 31.04 of this chapter.
   (E)   Purchasing authority. The Village President may make, on his or her own signature, expenditures not exceeding $750 without the prior approval of the Board of Trustees. Any purchase that exceeds $750 must be authorized in advance by the Board of Trustees.
