SPECIAL EVENT: | Any event, gathering, march, parade, ceremony, show, exhibition, pageant, race, festival, circus, carnival, outdoor dance, community fair, concert, or activity of any kind, or any similar display, in or upon any street, park, parking lot, or any other place in the city where more than fifty (50) persons are expected to be involved and/or the event is likely to increase the need for City personnel. |
