8-4-1: PURPOSE:
The city council finds there is a need to adopt a water conservation plan to address water conservation programs and practices. The plan shall be used in reviewing, approving, and administering requests for zone changes, conventional and phased subdivisions, development in commercial districts, and conditional use permits.
