The city council may grant exemptions to the moratorium imposed by this chapter in order to facilitate development of adjacent properties and as required by exigent or emergency conditions, as set forth in this chapter. When granting exemptions to this chapter, the city council may impose conditions determined to ensure the rapid and complete restoration of the street and the surface paving. A grant of an exemption to the moratorium imposed by this chapter by the city council does not negate or limit a party's obligation to comply with all other applicable laws, regulations, ordinances and rules for the disturbance, cutting or trenching of a street.
