§ 150.002 HOUSE NUMBERING.
   (A)   The survey, plan and system for the numbering of houses and buildings prepared by the Borough Engineer, under date of October, 1936, a copy of which is hereto attached and made part hereof as if set out in full herein, is hereby approved and adopted.
   (B)   It shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or structure in the borough to cause the same to be numbered in accordance with this section, and the system and plan hereby adopted and approved.
   (C)   The numbers shall be placed in a conspicuous place on or over each front door, on the front transom bar, on the front transom glass or front show window, over or on either side of the entrance, the said number to be of paint, metal or enamel and at least three inches in height, the color of the number to be in contrast to the immediate background, and shall be so placed as to be in full view from the opposite side of the street. It shall be unlawful to cover any house number with any sign, drapery or other obstruction tending to conceal such number and all old numbers shall be removed from any house, building or other structure when a new number has been assigned, and when so directed by the Borough Engineer or Secretary of Council.
   (D)   The Borough Engineer or Secretary of Council, or either of them, is hereby authorized to require numbering and re-numbering of any house, building or other structure in accordance with this section.
   (E)   Main Street, north of Franklin, and Home Avenue, south of Franklin Street, shall be the dividing line between east and west; and Franklin Street shall be the dividing line between north and south. The initial point in numbering houses on streets extending north and south shall be Franklin Street and the initial point in numbering houses on streets running east and west shall be Main Street north of Franklin Street and Home Avenue, south of Franklin Street. From the initial point the numbers shall be run consecutively block by block, each block being in the next one hundred, the first block, however, beginning at number “one”. All even numbers shall be on the south and west sides of the streets. The numbers in short or immediate streets shall be numbered uniformly with the main streets [can’t read word] them whether they begin at the initial point or not.
   (F)   The adoption of this section shall in [can’t read word] be construed as a dedication or placing upon the topographical survey of the borough of any street, highway or alley which is not now duly ordained as such by the corporate authorities.
