If a vehicle has been presumed to be abandoned as set forth in § 72.04, a notice shall be placed on the vehicle stating that the vehicle has been presumed to be abandoned, and will be towed and impounded if not removed within seven days of the date of notice. In the event that in the judgment of a police agency having jurisdiction the presence of a vehicle due to its condition or location presents a threat to public safety, the vehicle shall be removed and impounded immediately, with or without notice to the owner, at the sole cost and expense of the owner.
