For the purposes of this chapter, a vehicle which has remained at one location for a period exceeding 30 days at any of the locations prohibited in this section, shall be prima facie evidence of abandonment, and any vehicle so located which does not bear both a current vehicle registration plate and a current inspection sticker for a period in excess of 30 days shall be conclusively deemed to be abandoned.
