§ 51.017 WATER DEPARTMENT AND CONSUMER; JOINT RESPONSIBILITY.
   (A)   The Water Department and the consumer have the joint responsibility for protection of the water system from contamination due to backflow of contaminants through the service connections.
   (B)   After the effective date of this subchapter, the following installation requirements shall apply.
      (1)   Existing nonresidential consumers shall install a backflow prevention device, of an approved type, within one year from the effective date of this subchapter, which installation shall be at the consumer’s cost. The backflow prevention device shall be placed within the structure served.
      (2)   Every existing residential consumer shall install a backflow prevention device, to be furnished by the borough at the consumer’s cost, when the existing meter or water service for such existing residential consumer is replaced or relocated.
      (3)   Every new residential consumer shall install a backflow prevention device, to be furnished by the borough at the new consumer’s cost, as part of the new house water system installation.
      (4)   It is the responsibility of the consumer to have the backflow prevention device installed in accordance with requirements of the borough by a master plumber, and to arrange for the inspection of same by a representative of the Water Department upon installation.
      (5)   Failure, refusal or inability on the part of the consumer to comply with this section shall constitute grounds for discontinuing water service to the premises.
