The town shall establish an index of trees which property owners have requested to be trimmed or removed for cosmetic or maintenance reasons, and to the extent possible, budgeting funds for the removal of said trees based upon a need basis as established by a priority list prepared by the Town Street Superintendent and/or Town Manager, and at the discretion of the Town Council. Each property owner shall be responsible for 50% of the cost of maintaining or removing of said tree or shrub, and the Town Council shall pay the remaining 50% of the costs incurred in maintaining or removing said tree or shrub.
