All shade trees within the town or near any public street or alley in said town, shall be kept trimmed so that the lowest branch of each tree shall be at a distance from the level of the street or alley along which such tree or trees of not less than eight feet and that the owner or owners of the land on which such trees stand shall be and they are hereby required to keep such trees so trimmed to comply with this subchapter.
