(A) It shall be unlawful for any owner to allow any dog owned by him or her to stray beyond said owner’s premises unless said dog is on a leash or is under the reasonable control of some person, such dog is hereby declared a public nuisance.
(B) Any dog running at large upon the streets or alleys or public places in the town, unless said dog is on a leash or under the reasonable control of some person, such dog is subject to being killed without notice by the Town Marshal or by a duly appointed employee of said town.
