The City Council shall be responsible for and is hereby authorized to act as follows and perform the duties listed below.
(A) Approval of subdivision plats. All functions related to the review and approval of subdivision plats, which may be assigned to a Planning and Zoning Commission by the statutes of the state.
(B) Preparation and adoption of comprehensive plan. The preparation and adoption of a comprehensive plan for the physical development of the city and its environs, including, but not limited to:
(1) Land use;
(2) Thoroughfares and transportation by rail, water, air or highway;
(3) Park and school sites;
(4) Public buildings;
(5) Housing and neighborhood improvements;
(6) Drainage;
(7) Utilities and services;
(8) Municipal expansion and annexation;
(9) Slum clearance and blighted areas; and
(10) Parking and use of streets and alleys.
(C) Powers and duties. The City Council shall have all the powers, duties and responsibilities prescribed for a Planning and Zoning Commission by statutes of the state and the zoning ordinance of the city.
