(A) No person may offer wrecker service at or near the scene of an accident without receiving authority from the Chief of Police to do so.
(B) Proof of unauthorized presence of a person engaged in the wrecker service business at or near the scene of an accident is prima facie evidence of solicitation in violation of this section.
(C) A person commits an offense, without regard to his or her mental state, if he or she offers wrecker service at or near the scene of an accident without receiving authority from the Chief of Police to do so.
