§ 113.012 FLARING AND BURNING OF ESCAPING GAS.
   Except as otherwise provided herein, no person engaged in drilling or operating any well shall permit gas to escape or be vented into the air, unless the gas is flared and burned. All gas flared or burned from a torch, pipe or any other burning device within the city limits must be done in such manner so as not to constitute a fire hazard to any property, and the location of the torch, pipe or other burning device and the construction, maintenance and operation thereof shall at all times be in full compliance with applicable regulations of the Commission.
