§ 153.031 AREA GENERAL PLAN APPROVAL.
   (A)   If all the above requirements have been satisfied, the Chairperson of the Plan Commission will present the area general plan to the Plan Commission at its next regular meeting. The subdivider or a responsible representative shall attend this meeting. The Plan Commission shall either:
      (1)   Disapprove the area general plan;
      (2)   Approve the area general plan; or
      (3)   Approve the area general plan, subject to minor modifications.
   (B)   If the Plan Commission disapproves the area general plan, the reasons for denial shall be clearly set forth and communicated to the subdivider.
   (C)   If the Plan Commission approves the area general plan, it shall be so executed at that time. The original area general plan and two copies must be executed.
   (D)   (1)   If the Plan Commission disapproves the area general plan, the subdivider may appeal the Commission’s decision to the Board of Trustees.
      (2)   A request for an appeal shall be made in writing to the President and shall be accompanied by the appropriate appeal fee, as set from time to time by resolution by the Board of Trustees.
      (3)   The Board of Trustees shall consider the appeal within a reasonable time following submittal of the application for appeal.
      (4)   The Board of Trustees may uphold or overrule the decision of the Plan Commission or may return the area general plan application to the Plan Commission for further consideration. The decision of the Board of Trustees shall set forth the reasons for its determination.
   (E)   On the area general plan the following certificate shall appear:
