§ 110.067 SECURITY PLAN REGULATIONS.
   (A)   Any licensee may be made subject to security plan regulations in the event of either of the following circumstances:
      (1)   The occurrence of:
         (a)   Any incident on the licensed premises which involved fighting, disorderly conduct, unruly behavior;
         (b)   Any incident similar to that described in this division (A)(1) that takes place near the licensed premises and in which patrons of such licensed premises participated or were involved; or
         (c)   Underage drinking or sales to minors at the licensed premises.
      (2)   The Commissioner reasonably anticipates the need for extra security measures to protect the public order when the licensee is scheduling a special event at the licensed premises.
   (B)   SECURITY PLAN shall mean a written plan proposed by the licensee and approved by the Commissioner, or her or his designee, which specifies certain measures that shall be taken by the license in connection with the operation of the licensed premises. The security plan regulations shall include, but not be limited to, any one or more of the following requirements for development, approval, and implementation of a security plan for the licensed premises:
      (1)   The number and hours of security guards to be on duty;
      (2)   Detailed procedures to ensure that no alcoholic liquor is being sold or delivered to persons under the age of 21 years;
      (3)   Monitoring of either the interior and/or the exterior areas of the premises by the licensee;
      (4)   Regulation of traffic in parking areas on or near the premises;
      (5)   Maintenance of interior and/or exterior lighting of the premises;
      (6)   Attendance at regular meetings with Police Department personnel to discuss the effectiveness of any such security plan regulations;
      (7)   Posting of regulatory signs upon or within the licensed premises to aid enforcement efforts;
      (8)   Limitation of the number of patrons allowed within the premises; and
      (9)   Promulgation of any other reasonable security measures to help avoid a breach of the peace.
   (C)   Any requirement of any such security plan shall not be contrary to or inconsistent with any law or ordinance regulating alcoholic liquor or any other condition of a license issued.
   (D)   It shall be a violation of this chapter for any licensee to fail to establish or implement any security plan regulations to which any such licensee has been made subject under and pursuant to this chapter.
