No licensee licensed herein shall deny or permit his or her agents and employees to deny any person the full and equal enjoyment of the accommodations, advantages, facilities, and privileges of any premises licensed to sell alcoholic liquor subject only to the conditions and limitations established by law and applicable to all citizens.
