Whenever an inoperable motor vehicle is towed or removed by a towing service pursuant to the provisions of this subchapter, the owner of the inoperable motor vehicle and the owner or occupant of the property upon which such inoperable motor vehicle is located shall be jointly and severally responsible for all towing and storage charged in addition to fines provided under this subchapter.
