Each person who is the owner or occupant of any property within the village, or the agent in charge of any such property within the village, or the agent in charge of any such property for any nonresident owner is charged with the duty of keeping such property free from weeds; and if such owner, occupant, or agent having charge of such property is notified in writing by the President, Health Officer, or Police Chief or by an official appointed by the President of the Board to cut such weeds so growing and maturing on such property, it is the duty of such owner, occupant, or agent to immediately cause such weeds to be cut and, when cut, to be removed from the premises and burned, all within ten days from the receipt of the notice.
