§ 53.03 REMOVAL BY VILLAGE.
   (A)   Upon refusal or neglect of owner. If any owner of property within the village limits refuses or neglects to remove the accumulated garbage and debris, then it is the duty of the President to cause such garbage and debris to be removed at the expense of the owner of the property on which the garbage and debris is located.

   (B)   Cost assessed to owner. The reasonable cost of removal of the garbage and debris regulated by this chapter shall be assessed to and collected from the owner of the property on which the garbage and debris is located.

   (C)   Cost to be lien upon property. The cost of the removal of the garbage and debris regulated by this chapter shall be a lien upon the real estate affected, as provided in 65 ILCS 5/11-20-13, as it may be amended from time to time.
