For those residents who legally utilize either a temporary second water meter or a permanent second water meter, in calculating the sewer use tax charged to water bills, the village shall exclude the gallons of water accounted for on the second water meter for the period extending from April 1 to November 1 of each year. Gallons accrued in any other month shall be included in the sewer use tax charged to water bills. All such meters shall be available for reading between the 15 and 20 days of each month. Failure to make meters available shall waive any credits for that month.
