Pursuant to Federal guidelines, various requirements of Federal Water Pollution Control Acts and amendments thereto and rules and regulations of the United States, there are hereby established, as follows, four classes of users:
(a) Inside the corporation limits of the City:
(1) Industrial users
(2) Nonindustrial users
(b) Outside the corporation limits of the City:
(1) Industrial users
(2) Nonindustrial users
The Director of Public Utilities may establish additional classes as determined to be necessary for the administration and enforcement of provisions of this chapter.
