It is hereby determined and declared to be necessary and proper for the protection of the public health, safety, welfare and convenience of the City to levy and collect rates or charges of rents upon all lots, lands and premises served by or having access to connections with the treatment works of the City. The proceeds of such charges or rents so derived shall be applied to the maintenance and operation of such treatment works as provided for in this chapter.
