Whenever any person, partnership or corporation shall be permitted, as herein provided, to place, temporarily, any obstruction in the streets, alleys or public grounds, or other places in the City, and whenever any person or persons shall be engaged in constructing any sewer or laying any gas, water or other pipes and conductors in or through any street, alley, sidewalk, or public ground, it shall be the duty of all such persons to protect with a sufficient number of barricades, of lights by night, and guards by day, any such obstruction, fills, excavation or other things so caused or permitted by them to be or remain in any or all of the places above mentioned, and in such a manner as to be distinctly seen by all passers-by, and every person who shall neglect the duty imposed by this section, shall, in addition to the fine imposed by this chapter, be liable for all damages to persons or property growing out of such neglect.
