The provisions of this chapter as to giving bond provided for above shall not apply to any person, partnership or corporation licensed to make connections with the public sewers or watermains of the City under the provisions of the general ordinances of the City. Nor shall any of the provisions of this chapter apply to persons, partnerships or corporations engaged in making public improvements in the streets, public ways and public grounds to the City under contract with and thereunto directly authorized by the City.
