No person, partnership or corporation shall open up or break into the streets, lanes, alleys, public ways or public grounds of the City for the purpose of connecting with the water or gas pipes, or with the sewers, drains or ditches, or for any other purpose whatever, until such person, partnership or corporation shall have first obtained permission in writing so to do from the Director of Public Service of the City.
