The Board of Honor is hereby authorized to accept donations, gifts and application fees and to raise funds for the express purpose of defraying the costs incurred in its operation and duties. Any donations, gifts and application fees so received are to be deposited with the Commissioner of Taxation and Treasury in a Board of Honor Fund. Disbursements shall be made from such trust by the Director of Finance upon presentation of proper vouchers from the Board of Honor and approved by the City Council.
