The membership of this Commission shall be appointed by the Mayor, subject to the confirmation by a majority vote of the City Council, and all of the members shall have voting power. Membership of this Commission shall be selected as follows:
(a) The Mayor shall designate nine members.
(b) One member of the Commission shall have a background in urban landscaping. One member of the Commission shall have a background in finance. One member of the Commission shall have a background in education. One member of the Commission shall have a background in cemetery management. The remaining members of the Commission shall come from all geographic sections of the City.
