117.02. Certificates required for certain actions.
   (a)   Certificate Required Before Application.
   No action shall be taken by Council on any appropriation or supplemental appropriation unless there is on file with the Clerk of Council a certificate of the Director of Finance that the amount to be appropriated is to the credit of an appropriate fund or is in process of collection free and clear from all encumbrances or prior appropriations.
   (b)   Transferring Funds.
   No action shall be taken by Council on any transfer from one fund to another unless there is on file with the Clerk of Council a certificate of the Director of Finance that the amount to be transferred has not been encumbered by any appropriation.
   (c)   Transferring Appropriations.
   No action shall be taken by Council on any transfer from one appropriation to another unless there is on file with the Clerk of Council a certificate of the Director of Finance that the amount to be transferred has not been encumbered and is not necessary for the appropriation from which the transfer is to be made.
   (d)   Creating New Positions and Compensation.
   No action shall be taken by Council to create any new position in the public service, or to increase the compensation of any officer or employee in the public service unless there is on file with the Clerk of Council a certificate of the Director of Finance that there is an appropriation sufficient for such purpose.
   (e)   Certificates to be Attached.
   Such certificates shall be in writing, and shall be attached to any ordinance or resolution subject to the provisions of this section.
